Throughout the book, she stresses the dangers of overly generalized theories of collective action, particularly when used "metaphorically" as the foundation for public policy. Governing the Commons Elinor Ostrum Elinor Ostrom was a very important contributor to the theory of public rationality and the institutions that underlie cooperation, and she was most deserving of the recognition that accompanied her receipt of the Nobel Prize in Economics in 2009. Her passing today is a sad loss for the academic world. In all her work Professor Ostrom sought to explore mechanisms for tackling common problems that faced communities across the world, avoiding both statist and market oriented approaches. She did not like the image of the helpless observer caught in an inexorable web of destroying their own resources. ‘Ostrom's book is an important contribution to the problems of common property resources, that is, the lack of well-defined property rights over a certain resource.
Dr Ostrom uses institutional analysis to explore different ways - both successful and unsuccessful - of governing the commons. In contrast to the proposition of the 'tragedy of the commons' argument, common pool problems sometimes are solved by voluntary organizations rather than by a coercive state.
